Summary

  • Propose opt-in build-parallel --offline consumption of a bootstrap-prepared graph and workspace.
  • Document required local artifacts, skipped preparation phases, missing-artifact behavior, and the limits of offline mode around package build network access.

This PR contains the proposal only; it does not include implementation changes.

Validation

  • pre-commit run --files docs/proposals/offline-build-parallel.md passed.
  • No tests run; this change is documentation only.

📝 Walkthrough

The proposal describes an opt-in build-parallel --offline mode that uses a prepared graph and workspace. It covers local wheel reuse and builds from prepared sources, required artifacts, compatibility constraints, skipped preparation phases, and hook behavior. It also includes an example preparation and build workflow.

Before / after behavior

  • observed — Modified behavior in docs/proposals/offline-build-parallel.md: Adds a draft proposal title, author, creation date, and status.
  • observed — Modified behavior in docs/proposals/offline-build-parallel.md: Defines the proposed opt-in offline mode, its motivation, and goals: reuse a prepared graph and workspace, use local wheels or build from prepared inputs, skip four preparation phases, and fail package-specifically for missing required artifacts without remote fallback.
  • observed — Modified behavior in docs/proposals/offline-build-parallel.md: Excludes portable bootstrap bundles, version resolution or graph regeneration, guaranteed network isolation of package build scripts, and artifact digest, provenance, or cross-host transfer specifications.
  • observed — Modified behavior in docs/proposals/offline-build-parallel.md: Describes preparing the graph and workspace with the normal bootstrap flow, then using build-parallel --offline to reuse local wheels or build from prepared source. The mode skips source and environment preparation but retains wheel builds and applicable post-build hooks; it checks available package and version metadata and stops on missing or inconsistent required artifacts rather than retrying preparation online.

I found several open issues that would help place this proposal in context:

#797 asks for a prepared layout and offline build-sequence; its author agreed that #995 covers the same goal.
#995 is the broader two-stage build goal. #996 focuses on preventing build commands from rerunning dependency discovery hooks.
#1311 proposes building wheels from the generated sdist, and #696 calls for self-contained sdists. Both affect the choice here to build from a retained source tree.
#1205 and #1206 cover preparation and sdist creation for git sources. #1360 covers which cached wheels are safe to reuse.

Could this proposal state which parts of those issues build-parallel --offline addresses, and which remain follow-up work?

In particular, the required prepared artifacts, source-tree versus sdist input, and offline cache behavior seem worth deciding here. I would treat this PR as partial work toward #995 and #797, rather than closing either issue.

Could you update the draft to reflect the linked issue discussions and the review threads here?

The How and Example sections should show the preparation workflow, required inputs, wheel-cache behavior, and source-tree versus sdist choice.

Please mark any decisions that remain open or are deferred to another issue.

Document the prepared inputs, skipped phases, missing-artifact behavior,
and network-isolation limits for offline wheel builds.

Incorporate PR review feedback: explain the opt-in choice as a step
toward the bootstrap/build split (python-wheel-build#995), state the sdist contract and
how prepared sdists and source trees are located and validated, define
the required preparation inputs and their couplings, document the
remote-cache and skipped-hook limitations, and add a related-issues
section mapping what the proposal addresses versus leaves as follow-up
work.

This looks good to me. I will leave it to other maintainers for final approval since they had comments on earlier draft
